Tim Gray

Tim has worked in the housing sector since 1999, previously holding roles AT A national government, LOCAL AUTHORITIES, AND A housing associationS. He's an expert in temporary accommodation financing and procurement, PLUS pioneered the creation of Social Impact Bonds for funding homelessness services.
Tim is co-author 'housing our homeless households', published in 2017 by the Local Government Association in 2017, which promotes good practice in administering temporary accommodation duties.
Tim worked for Brent London Borough Council from 2015 to 2018, as Homelessness Investment Advisor. He developed a temporary accommodation reform plan, set up a major property purchase programme and led on a number of practical initiatives working with developers, financial organisations, managing agents, landowners, etc.
Tim worked for the UK Government from 2008 to 2015. Initially as Housing and Worklessness Specialist Advisor, then Homelessness Action Team Manager and latterly as Homelessness Policy and Investment Lead. He implemented the Housing Options Trailblazer programme, improved housing association practice on tackling homelessness and developed two Social Impact Bonds (one concentrating on rough sleeping and another on youth homelessness).
Tim worked for Royal Kensington & Chelsea London Borough Council from 2004 – 2008, as a West London Homelessness Strategy Delivery Manager. He worked throughout the West London sub-region to promote and deliver partnership working between the boroughs and other agencies, initiating and supporting a wide range of new initiatives.T
Tim worked for Broadway (now known as St Mungo’s) from 1999 – 2004, initially as Resettlement Manager and latterly as RSI Clearing House Manager. He doubled the number of resettlements and coordinated the allocation of 4000 homes between 70 housing association and 30 referral agencies.
Tim obtained a BachelorS of Arts (Hons) in Engineering and a Masters of Arts in Engineering from Cambridge University.
